The secret behind Good Governance of Gujarat.. Hon. C.M.'s Chintan Shibirs to motivate and share ideas and knowledge.. Swarnimsiddhi-42.

The state of Gujarat, is in a dominant status in industrial growth and economical progress. In order to pace up the rapidity of escalation, the Govt. of Gujarat, has accelerated the form of administration, from the controlled one to progressive.
And,
To achieve this feature, the thrust has been on good governance…
The notable and committed yet, efficient governance is the result of dedicated and precise administration.
To achieve this noteworthy distinction in the administration, the motivating team work was the important element. Thus, the unique concept of CHINTAN BAITHAK was perceived and adopted. The entire Team Gujarat, comprising of the Hon. Chief Minister, Hon. Ministers, The Chief Secretary, The Principle Secretaries, The Secrateries of different ministeries, The district collectors assemble for three days and the targets and benchmarks, progress and methods of achievements are discussed and debated. Each are motivated to perform better and everyone is entitled to contribute their ideas and thoughts. This forum, tenders fresh inputs to inspires social welfare schemes, economical enticement and designs to bring inclusive development of the state and citizens.
The motive behind the CHINTAN SHIBIR is to evaluate the steps taken by the districts, to expand the knowledge and to present fresh views.
The farsighted attitude of Shri Narendra Modiji, has enthused this novel experiment.
Since, 2003, this three days shibir is regularly organized. In 2005, the Chief Minister, participated in informal meeting with all officers present, in the group of 15. The officers were given an opportunity to unhesitantly, present the catastrophe in performing their given tasks. In the same Chintan Shibir, the issues regarding Water Supply, Panchayat and Rural Development, Tourism, Law and Order, Health and Family Welfare and were the six main point of discussion.
In 2006, in the fourth Chintan Shibir, held at GNFC in Bharuch, Flood Disaster Management, Development of Backward Classes, The programmes and Schemes for BPL Welfare, development of Municipal Administration, Usage of Information and Technology and Modernization of Farm Marketting, were the major matters undertaken.
Drip Irrigation, Soil Health Card are also discussed .
To appraise the programs and to encourage betterment, various elements have been considered:
1.Selection of participants..
The Hon. C.M. Hon. Ministers, District Collectors, Chief and Principle Secretaries, Secretaries of different departments, District Development Officers, Managing Directors of the Nigams are included. Distinguished speakers from different states or the Govt. of India were invited to give a dialogue. In recently concluded Chintan Shibir, in February 2011 in Mehsana, Sri Sri Ravi Shankar presented a discourse.
2.The venue selected is equipped enough to include all the participant officials comfortably. It should be well comprised of technologically sound halls and recreation facilities.
3.The date and time should not interfere with the major events of the Govt. and preferabally be held on week-ends and holidays.
4.The following subjects to be included..
a. The group discussions on the subjects effected directly, by the governance and the effectiveness of governance.
b. Stress Management.
c. Collectors and District Development Oficers undertaken new projects and their accomplishments in the previous financial year.
d. The projects, achievements , challenges and motives faced by various departments and ministeries.
The above mentioned series keeps changing each year.
The entire group of participants reach the venue without any differentiation in the status and in govt. provided buses. Every discussion is held in Hindi, Gujarati and English. Variety of reading material is published concluding each subjects.
The Chintan Shibir is a unique experiment successfully implemented by the Gujarat Govt. in order to extend skillful contribution in good governance. The Gujarat Chintan Shibirs have become role model for Madhya Pradesh, Rajesthan and many other states.
