Granth Mandir's of Gujarat.. An exemplary efforts to satiate quench for knowledge.. Swarnimsiddhi-43.

The world around has evolved extremely rapidly, in the last quarter of the century. The pace of progress, both industrial and technological has accomplished newer heights. Human race and the society, we belong to has also discharged its age old habits..
But,
Every time the effects of attained growth are not favorable, at large for the mental make-up of the society. Many a times, the residues of the technological advancements brings about loss of various necessary practices that fulfilled the hunger of the human brain.
One such tendency, was inculcuating the reading habit in the lifestyle of the people. Day by day, the emergence of Computer and other gadgets has proved to be a boon that has inspired mammoth growth.
But,
Such devices also bring about downbeat effect on the fabric of the society and as a result, the prevailing generation is turning to be irresistibly techno-savvy and indifferent towards the reading habit.
And,
The society that is slowly but steadily turning into couch potato and addicted to techno games and gadget freak. In this chase, of being technologically competent, the younger generation is day by day losing interest from playing in the open space and attaining physical fitness and exploring the world through books. No doubt, the availability of net and such devices have widened the span of discovering uncharted territories but mind well, the gadgets are not only used for acquiring information. On the contaray, now-a-days its prime utility by especially, the youth is for gaming, listening to music and so on.
Thus, the habit of reading is losing its perspective.
And,
Through reading, the awareness regarding the history, language lucidity is trailing behind, developing a generation, that has no deep rooted commitment for patriotism, cultural values and traditions that have been the core base of India’s rich heritage. [I do not mean to demean the technological development by any which way. I am writing this piece and reaching out to all of you through the developed means of tele-communication, but the idea is to highlight the lop-sided usage of technological advanced tools.]
In this grim surrounding of diminishing reading habits among the people, it was the Govt.’s responsibility to be pro-active in changing the environment.
The visionary Chief Minister of Gujarat, Shri Narendra Modi, developed a unique movement of ‘Vanche Gujarat’ around the state, to instill the reading practice. [I have portrayed the entire Swarnimsiddhi on the Vanche Gujarat Abhiyan, in the beginning of my write-ups]
After attaining exemplary success in the Vance Gujarat, the Gujarat Govt. took up to facilitate the citizens with more availability of libraries. Out of 18,000 villages, around the state, about 4000 were equipped with library facilities. The Vanche Gujarat mission developed profound hunger among people for reading. Thus, the villagers with no library facilities, were compelled to visit the library in the neighboring villages. Locating this welcoming trend among the citizens, to inculcate reading in their daily lives, the Cultural Ministery of Gujarat, adopted a unique pattern.
The librarians of the village libraries were motivated to set up the library in their neighboring villages. Those who developed more than 25 such libraries, would be paid with the visit by the cultural secretary himself, for a meal. Personal visit by top government official such as Secretary culture turned out to be a great motivation for people living in small villages with modest means. The librarians would be honored for providing an astounding service to the society. About 1,276 Granth Mandir have been set up in last six months, with this inspiring approach by the Gujarat Govt. and its able culture secretary Mr. Bhagyesh Jha.
The Good Governance in Gujarat, is not only on paper or in theory. It has been dedicatedly adopted by each of its officers of the every level. The inspiration by the farsighted Hon. C.M. has evoked flame of commitment in hearts of administrative departments and the entire Gujarat Govt. strives to bring about all around development of the state and its people.

The nincompoop Govt. at the center..Shame and Shock!!!

Finally, the UPA Govt. has had to agree for the JPC [JOINT PARLIAMENTARY SESSION] regarding the film, Scamstar of the scams, produced by Shri A.K. Raja, supported by Shri Karunanidhi and Smt. Sonia Gandhi and viewed and enjoyed thoroughly as a committed spectator by Shri Manmohan Singh!!!
JPC.. Why not???
Why was the govt. in denial status to agree for a JPC, if they had conscious crystal clear, commitment towards the people of India, in tact in relation to providing transparent ruling and their democratic values in its propriety..
And,
Now, Hon. Finance Minister, Shri Pranab Mukharjee, criticizes the opposition as ’group of Maoist mindset’ for a simple reason of insisting incessantly for a Joint Parliamentary Session, to be held for enquiring into 2-G Spectrum Scam.
A democratic set-up is one which has healthy and pro-active opposition, which keeps a Hawk’s eye on the proceedings of the Govt. and thrusts upon the Govt. to act in accordance with the democratic value, keeping the welfare of the society, as the primary duty.
Thus, the demand for a JPC was fairly, legitimate demand. There was no other option than banning the parliamentary sessions, as the Govt. was turning a deaf ear to provide a equitable admission to people of India’s right, of discovering the truth behind the scam, of Rs. 1600 that each Indian is bearing upon his/her shoulder!!! In fact, the demand of JPC, should have been long met up, and that too, willfully..
Sadly, the Sardarji’s team, wished the opposition to be sealing their lips and listening the music of various Congress leaders, who audaciously tried to justify the conduct of the UPA’S coalition partner. The Sibbals and Chidambarams, tried to falsify the amount of scam!!! Mr. Sibbal, if the amount that have been comfortably consumed by your colleagues vary from, 1,76,000 to whatever, the brazenness of this demeanor can not be justified, in any which way!!! I wish you, a learned man had saved your dignity by keeping mum over this issue and [accept the brash act executed.]
It is sad story, when the Hon. Prime Minister and his herd of ministers, wishes to condemn the opposition, in carrying out his responsibility of being vigilant and goes to the extent of comparing them to Maoists. The same minister had addressed Maoists as terrorists, thus the opposition, for the UPA Govt. is bunch of terrorists!!! The same opposition, had supported the Govt. when they were enacting a favorable law of 33% reservation for women and such.
But,
During the last winter session, the Govt. did not budge from their denial mode of letting the Joint Parliamentary Committee be held to unveil the truth to the world.
And,
As usual, the parrot like media, danced to the Congress fed tunes of “Opposition sheer wasting the hard earned pennies of people by opposing the parliament to continue.”!!!
Now,
Who has wasted people’s money???
Even a foolish person can opine!
We, as citizens often comment that the opposition is inactive and not performing its role to its optimum potential.
But,
The truth is..
We are Penny wise Pound foolish!!!
We get attracted to the media harping of money being wasted interminably by the opposition and remain unperturbed when the corrupt ministers siphon away many fold more wealth of the nation.
And,
Today,
When the Railway Budget was being read out by the UPA Railway Minister, Ms. Mamta Banerjee, who presented a favorable budget, for common man, no doubt, but an out and out a politicized budget, in order to grab the Chief Ministership of West Bengal, in forth coming state elections, later this year, went all the way to providing the Naxalite areas like Nandigram, special benefits..
And,
Shri Pranab Mukharjee accuses the opposition as Maoists???
The powerful opposition is the essence of the democracy..
But,
Who cares about the democracy???
[Surely, not the Govt. in Delhi..]

The secret behind Good Governance of Gujarat.. Hon. C.M.'s Chintan Shibirs to motivate and share ideas and knowledge.. Swarnimsiddhi-42.

The state of Gujarat, is in a dominant status in industrial growth and economical progress. In order to pace up the rapidity of escalation, the Govt. of Gujarat, has accelerated the form of administration, from the controlled one to progressive.
And,
To achieve this feature, the thrust has been on good governance…
The notable and committed yet, efficient governance is the result of dedicated and precise administration.
To achieve this noteworthy distinction in the administration, the motivating team work was the important element. Thus, the unique concept of CHINTAN BAITHAK was perceived and adopted. The entire Team Gujarat, comprising of the Hon. Chief Minister, Hon. Ministers, The Chief Secretary, The Principle Secretaries, The Secrateries of different ministeries, The district collectors assemble for three days and the targets and benchmarks, progress and methods of achievements are discussed and debated. Each are motivated to perform better and everyone is entitled to contribute their ideas and thoughts. This forum, tenders fresh inputs to inspires social welfare schemes, economical enticement and designs to bring inclusive development of the state and citizens.
The motive behind the CHINTAN SHIBIR is to evaluate the steps taken by the districts, to expand the knowledge and to present fresh views.
The farsighted attitude of Shri Narendra Modiji, has enthused this novel experiment.
Since, 2003, this three days shibir is regularly organized. In 2005, the Chief Minister, participated in informal meeting with all officers present, in the group of 15. The officers were given an opportunity to unhesitantly, present the catastrophe in performing their given tasks. In the same Chintan Shibir, the issues regarding Water Supply, Panchayat and Rural Development, Tourism, Law and Order, Health and Family Welfare and were the six main point of discussion.
In 2006, in the fourth Chintan Shibir, held at GNFC in Bharuch, Flood Disaster Management, Development of Backward Classes, The programmes and Schemes for BPL Welfare, development of Municipal Administration, Usage of Information and Technology and Modernization of Farm Marketting, were the major matters undertaken.

To appraise the programs and to encourage betterment, various elements have been considered:
1.Selection of participants..
The Hon. C.M. Hon. Ministers, District Collectors, Chief and Principle Secretaries, Secretaries of different departments, District Development Officers, Managing Directors of the Nigams are included. Distinguished speakers from different states or the Govt. of India were invited to give a dialogue. In recently concluded Chintan Shibir, in February 2011 in Mehsana, Sri Sri Ravi Shankar presented a discourse.
2.The venue selected is equipped enough to include all the participant officials comfortably. It should be well comprised of technologically sound halls and recreation facilities.
3.The date and time should not interfere with the major events of the Govt. and preferabally be held on week-ends and holidays.
4.The following subjects to be included..
a. The group discussions on the subjects effected directly, by the governance and the effectiveness of governance.
b. Stress Management.
c. Collectors and District Development Oficers undertaken new projects and their accomplishments in the previous financial year.
d. The projects, achievements , challenges and motives faced by various departments and ministeries.
The above mentioned series keeps changing each year.
The entire group of participants reach the venue without any differentiation in the status and in govt. provided buses. Every discussion is held in Hindi, Gujarati and English. Variety of reading material is published concluding each subjects.
The Chintan Shibir is a unique experiment successfully implemented by the Gujarat Govt. in order to extend skillful contribution in good governance. The Gujarat Chintan Shibirs have become role model for Madhya Pradesh, Rajesthan and many other states.

The novel solution of dedicated governance.. SWAGAT ONLINE fOr solving citizens quandary.Swarnimsiddhi-41.

The state Govt. is accountable for providing various facilities such as provision of licenses, permissions, financial aids, loans, pensions as well as registration regarding birth, death, land, income etc. It also serves in the sectors of education, health, law and services..
Many a times, the said facilities remain only on paper and application of it in the concrete manner, turns out to be cumbersome.
But,
The Gujarat Govt. decided to overcome the hitches, in executing the said facilities and made it possible for people to grab the benefits of the services offered.
With changing times, the state govt. of Gujarat, envisioned the necessity of e-administrative atmosphere.
And,
As a result, the structure of transparent, responsible and efficient system could be formed.
On 24th April, 2003, ‘SWAGAT’, the on-line complains removal system, came into existence.
And,
Thus, the common man could communicate directly with the top office bearers, in regards to their complains. Gujarat became the pioneer in the country, in adopting the on-line complain removal facility..
Every fourth Thursday, is dedicated as SWAGAT DAY. The citizens can file their complains in the district office. Each complain is passed on to the respective department for solution. The departments are liable in locating the suitable solutions to the received queries and carp.
The respective District development officer, Collector and Police Suprintendant remain present for Video Conferencing. The Hon. C.M. himself tackles the questions and enquiries and suggests solutions.
SWAGAT manager, takes a call on the required credentials regarding the complains sincerity. The complains are acceptable only if they have been presented before the respective agencies, on a lower levels but have not received the required feedback. The cases which are pending since a long time or the cases with human related issues. The unsolved issues are finally, put before the Hon. C.M. The complainer is given a chance to present his cause before the Hon. C.M. through video conferencing. The C.M. gets in touch with the related govt. official, through video conferencing or the telephone. The availability of multi conferencing makes it feasible to discuss the matter, among the complainer, the concerned officials as well as the Hon. C.M.
And,
It results in bringing the solution, of the problem in immediate effect.
The verbal solution to the problem, is not the end of the matter.
But,
In the coming SWAGAT DAY, the report regarding the development in the solution found, of the previous matters, are presented.
The Hon. C.M. Shri Narendra Modi, has preceded in more than 40 SWAGAT meetings. More than 810 complains have been successfully disposed. At the district level, 25 district collectors, had undertaken 35,602 complains and could satisfactorily bring solutions to 33,729 cases.
The success of SWAGAT has inspired another complain solving method. The citizens are given a toll free no. connecting them to the CMO [Chief Minister’s office]. They are entitled to call there directly and register their whine. These dialogue is recorded and converted into text and passed on to the concerning authority to further the required steps.
Recently, the Union Govt. presented a Gold medal award to the programme of SWAGAT ONLINE [State Wide Attention on Grievances with Application of Technology], which is successfully being operated by the Gujarat Govt. and inspired by the Hon. C.M. Shri Narendra Modiji, for last seven years. This programme has produced solutions in 96% of cases.

The burning issue of Climate Change.. Gujarat's pro-active conduct to bring the solutions.. Swarnimsiddhi-40

Day by day, the pollution is on rise..
As a result of intense industrialization and growing auto mobilization, the global warming has surrounded the earth. The world over, the excessive increase in the content of Carbon-di-oxide, in the air has posed a grim problem, for the coming generations.
In recently concluded, Copen Hagon, CanCOON-Mexico’s Cope Conference or the Davos climate change summit has not been able to provide any permanent and acceptable solutions for the developed as well as developing economies.
In such scenario, the booming economy of Gujarat, which is also rapidly attracting various industries, has offered a valuable key.. For the dedicated Hon. C.M. OF Gujarat, earning mileage by making supersonic industrial progress, is not the sole achievement. Shri Modiji, has always strived to lift the standard of living of people in Gujarat and not merely economical standards. He envisaged presenting uncontaminated and carbon-free environment. The Gujarat govt. played a pro-active role in offering elucidation to the burning issue of climate change.
The AMC-Ahmedabad Municipal Corporation, saved Rs. 18 crore, per annum, by providing Narmada’s clean water through river Sabarmati. The mineral content, per liter, decreased from 1500 mili liter to 150 mili liter. In Surat, on the banks of Tapi river, the plants providing Gas, Fuel, Solar, Hydro, Wind, Thermal and Clean energy are in progress. The Hon. C.M. proposed to people, to shut the electricity, on the full moon nights and to light the roads through moon light. Gujarat’s longest coastal line of 1600 kilo meter, has been rewarded with Mangroves, to impede the disastrous effects of floods.
The World Bank. Which denied offering any aid in Narmada Sardar Sarovar Dam project, had no choice but to award the Gujarat Govt. Green Award, post Kutch eclipse, for successfully re implementing the calamity struck region, with taking utmost care of the environment.
The subject of Climate Change and as a result the global warming has been very close to Shri Modiji’s heart. His recently written book, “Convinient Action-Gujarat’s response to challenges of Climate” is the second book, written on the subject, by the political leader, after Mr. Al Gore. This book presents an insight to the Gujarat’s efforts and actions to tackle the problem, its solutions. In addition, the state wide Gas grid, through which the possibilities for provision of Clean and Green Energy, in the entire state. Shri Modiji, has emphasized on the proximity of relation between mankind and nature. The verity has been highlighted in Athrva Ved and tales of Panchtantra. Shri Modiji, also accentuated on the need to travel from Climate Change to Climate Justice, on the basis of the Trustyship Theory of Mahatma Gandhi, which underlined the requirement of utilizing the natural resources for the welfare of the entire society. The core reason for Climate Change, is excessive wastage of energy.
Dr. Abdul Kalam, the Hon. Ex. President, while inaugurating the book, wish stated that with due efforts in this field, Gujarat was on the path of turning into Carbon Neutral State by 2030. He also praised Shri Modiji’s efforts of utilizing his political power in realizing the conjecture of Clean Home, Clean Village, Clean State and Clean Nation.

A painful state of mind.. My inability to pay tribute to my motherland, from any remotest corner of the nation..

Kashmir, known as the paradise on the earth..
Every inch of terrain, garnished with breath-taking splendor..
Exquisiteness at its best.
But,
Sorrowfully, the ‘Shaitan’ [the evil spirit], seems to have penetrated on this blessed soil!!!
The pastiness of the snow-clad land, is soiled with pool of blood..
The concoction of White and Red, which generally produces, beautiful Pink and Rosy, has here, turned into ugly and moron Maroonish Black.. The color projecting, frozen wound…
The wounds I saw on my fellow brothers and sisters who were returning back from hoisting the tri-color in Srinagar.
They were tortured for trying to hoist the Tri-color, The national symbol in the land that is an integral part of their own motherland!!!
Then, why the wounds, , In their own country?
The heart would query..
And,
The answer is rather appalling..
To accept the verity, that an area within the boundary of map of our own nation and which survives on the financial aids granted by our own central govt. does not permit the citizens of the same mother, Ma Bharti, to freely revere, on the soil of the land, by hoisting the symbol of our independence-the Triranga..
The tell of thousands of patriotic Indians, who travelled from every nook and corner of the nation, says a lot.. rather, it tells all.
Recently, in Delhi, I met young BJP karyakartas from Gujarat. Pradipsinh Waghela, Adhyaksha of Bharatiya Janta Yuva Morcha, Gujarat Pradesh and his group, who had travelled from different regionsof Gujarat, but their destination was one..
Lal Chowk in Srinagar..
They had nurtured a solo aspiration..
To hoist the Triranga in Lal Chowk and pay homage to Motherland, on the Republic Day.
Triranga, they hoisted..[MIND WELL, THE CONGRESS COLORED, FED , MEDIA MAY NOT REPORT THE TRUTH AND MAY PROJECT IT AS NEGATIVELY AS POSSIBLE]
And,
They were treated with uncountable LATHIS, GUN BACKS, KICKS, PUNCHES and ABUSES..
Abuses to them and the Motherland..
But,
They did not hesitate..
They and numerous ones like them from entire India, had left their homes and proceeded to Kashmir, with a thought in the minds..
That,
This could be their farewell good byes to their kith and kin..!!!
Shivers!!!
Passes from our hearts..
Possibality of bidding farewells, for unfurling the tri-color on the soils of Motherland..???
Yes..
Is this the future, that mine and yours, our forefathers fought vehemently and devoted their lives to get freedom from the White skinned??
To continue the saga of these young turks from Gujarat..
One young karyakarta, from Gujarat had fractured his arm, with good dose of lathis from the Omar’s police force..
[Please pardon my disrespectful selection of address, but I do not find any honor left in his conduct..]
The flash beneath their skin was popping out.. The back and legs were swollen.
But,
Their lips had sorrowful smile..
Smile as they had fulfilled the dream of unfurling the triranga in Lal Chowk, on the Republic Day..
And,
Sorrowful, as their reverie of chanting the national anthem and paying salute to the national flag, in Srinagar, could not be completed..
As,
They were humiliatedly transered to the jails and beaten black and blue!!!
In jail, every few moments, a police officer, stopped to deliberately enquire, why they were jailed..
And,
On hearing the answer and Bharat Mata ki Jay, they were gifted with more strikes of lathis!!!
These tell is not restricted to karyakartas of Gujarat..
The Delhi Pradesh Adhyaksh of Bharatiya Janta Mahila Morcha, Smt. Shikha Rai, was also treated with lathis !!!
And,
So , from all over the country.
Their crime?
They dared to hoist the Indian national flag, on the Indian Republic Day, on the earth that is integral part of India..
The separists of the valley do not wish to leave any stone unturned in degrading the pride of Indian constitution, Indian citizens above all, Bharat Mata..
The so called state chief showed no loyalty to Indian constitution and blatantly supported the demands of the separatist leaders..
And,
The spineless, gutless, committmentless govt. sitting on Delhi throne, turned into mere spectator!!!
But,
How could, we the citizens of this country, should have any intention of aspiring wish and hope that WE, THE Bharatiyas in the lap of Ma Bharati, would be provide with soothing gestures of security and support, from the leader of ruling party, who herself is not an Indian???
How could we expect any protection, in the process to rebuild the national pride???
Because,
We have committed a crime, of letting us be ruled by a foreign national, again, within the short span of sixty-three years of attaining independence from the Firangs…
And,
The result is for all of us, to see..
Complete lack of patriotism and fighting nail and tooth, to preserve the national unity and pride..

From the rubble to the riches..The story of dediocated leader and commited citizens.. Swarnimsiddhi-38.

The morning of Republic Day of last decade of the twentieth century, rose with the excitement in the hearts and determination in the steps, to serve the country better. The same fervor was experienced all over the nation and Kutch was no different...
But,
Destiny had planned something more drastic for them..
The Kutch, in Gujarat was met with an ghastly moments, in the January Wintery morning..
And,
All the dreams about peaceful future came down, in a stroke..
The entire region of Kutch turned into rubble...
Numerous lives, livelihood and monuments were shattered...
Entire India, came to a halt..
All around the globe, each soul was shocked..
After few painful days, the re-building of human and resources was planned..
It was a huge task..
And,
The world had written off, the growth of the region, for the few forthcoming years..
But,
That was not to be..
As,
In the very near future, Gujarat, was going to be blessed, with a visionary ruler, who was to change the entire scenario.
The Hon. C.M. Shri Narendra Modi, after the third or the fourth night of earthquake, while carrying on the re-building work, wowed to pull out Kutch, from this miseries within the short span and create it into growth paradise.. Of course, the industrious and brave Kutchies, supported their leaders encouragement to the fullest. Shri Modiji, who was a general secratery of the BJP at that time, was later made a C.M. of the state..
And,
The rest is history...
en years on from the huge earthquake that razed swathes of India's western state of Gujarat, the BBC finds the place transformed from a pile of rubble in a neglected backwater into an economic powerhouse. How?

Kutch is a remote region in the arid borderlands of north-west India. For centuries life was brutally tough - rains often failed, there were few jobs and the enterprising would emigrate.

Then in January 2001 a magnitude seven earthquake struck, devastating a huge area, flattening cities including the district capital, Bhuj, and wrecking over 8,000 villages. Twenty thousand people were killed and more than a million others made homeless.

Those who witnessed the devastation at the time must have thought this would set back development by decades.

There was an outpouring of sympathy from around the world, much of it from Gujaratis living abroad. Some $130m (£80m) of aid poured in.

The Indian government was spurred into focusing on this much-ignored region in a way it had never done before.

The army was sent in to help with the emergency and $2bn of reconstruction money was allocated to the region.

Contrary to what many feared, aid and government grants were put to good use. In the first two years after the quake, nearly all the damaged villages were rebuilt.

Mithapashvaria, near Bhuj, is a small village that was completely destroyed. It was re-built with donations from the UK.

Families showed us the ruins of their old dark two-room house, and then took us to the new village.

Houses there were light and airy, with four rooms, running water and a toilet.

The village also had a medical centre, a temple and communal areas it hadn't enjoyed before.

Navin Prasad, of Sewa International, a non-governmental organisation, said that in village after village the reconstruction had produced a leap forward in development.

"We have taken people out of the Middle Ages and into the modern world," he said.

This progress was repeated all over Kutch, and it is most noticeable in Bhuj.

After the earthquake it was a sea of rubble.
Radical plans

Shocked and traumatised, residents fled, with many living in temporary accommodation for months.

It took several years to implement plans for a completely new city.

Houses had to be destroyed to make way for wider roads.

Ten years on Bhuj has been reborn.

It has two new ring-roads, an airport, parks and thriving shops.

Pradeep Sharma was the government official widely credited at the time with pushing through the radical plans.

"What you see is a new Bhuj," he says. "We have widened the roads, laid down water supply systems and underground drainage systems."

The success of the reconstruction effort could never have been sustained without economic recovery.

This was triggered by the Indian government creating new tax-free zones, which sparked a boom in private investment.

It is thought $10bn has come into the region, with £7bn more to come.
Business boom

Some 300 companies have established their businesses in Kutch and many more are queuing up to follow suit.

Mundra is a microcosm of the scale of development.

It was a small fishing port in the middle of a salt marsh before the earthquake.

Now it's an industrial hub, handling hundreds of tonnes of goods every day.

They've also bought a coal mine in Australia and container ships to bring the coal back to India to feed the country's biggest power station.

They are drawing on the ample supply of land and cheap labour.

In nearby villages, the only work used to be in traditional crafts.

Now there are thousands of new jobs and Adani is taking over the work of aid agencies.

"Our own budget for social development in this region is $6m a year, so you can imagine how we are trying to change the lives of people to live in better way," she says.

Near Anjar, a city that was devastated by the earthquake, the biggest towel factory in the world was set up by Welspun in just nine months.

Its vast mechanised looms weave 250,000 towels a day.

It has taken over the British company, Christy's, the official towel-maker of the Wimbledon Lawn Tennis Championship.

The chairman of Welspun, Balkrishan Goenka, says good local governance was key in choosing Kutch.

"There were no local taxes for the first five years and no excise duties. Nor were there indirect taxes to government - they were exempted for five years," he says.

"Those were the primary benefits. More than that there was huge support from the local government so industry can come faster."

Beside the towel factory, the jaws of the Welspun steel plant's furnace spit out great slabs of metal.

Since the earthquake, over 110,000 new jobs have been created in Kutch, and there are thought to be hundred of thousands more on the way.

With two years of good rainfall and with the 400-km (250-mile) water pipeline from the Narmada River, the population is now increasing as the job opportunities increase.

The region is now a cornerstone of the Indian economy, a fact almost unthinkable 10 years ago.
