The twenty first century, has been exclusively dedicated to technological development, all over the globe. The technology zoomed in at the rapid speed, involving every possible sector as never before.
But,
To adopt to its optimum potential, to the technological empowerment the most essential prerequisite was vision and commitment to employ the technical evolution, for betterment.

Gujarat has both.
The farsightedness of Gujarat’s Hon. C.M. Shri Narendra Modi, a techno-savvy himself, crafted e-administration in governing the state.
By espousing various e-euipments, the daily process of administration, has been made simpler. Today, even the rural population, is day by day, adopting communication through computers, in Gujarat. Thus, the registration of birth and death, property or old documentation such as 7-12 listing, Ration Card or any other registration is done through computers online, saving precious time, money and energy of the citizen. [We have already been exposed to the facility of Swagat On-line]
By using the information-technology medium, details of about 1 crore survey numbers from 225 Talukas have been provided on-line. It includes information of 5.8 lakh accounts. In the year 2010, about 3 crores transactions have been registered. Now, this facility has been made available to the rural areas, too. About 24 lakhs of farmers have been benefitted through this.
Since the year 2005, the ration card registration has been adopted on-line. Daily 6000 transactions take place, which clearly implies, its colossal usage.
The property registration, is done on-line since 2005 and people just need to visit sub-registrar office to complete the procedure.
Since last five years, birth and death registration is done on-line and 14 lakhs such registrations have taken place, recently. Since 2006, at district levels, Jan Seva Kendra have been created, which makes it convenient for people to seek affidavit as well as various certificates. Now, this service has been forwarded to the Taluka level and more than 6000 transactions are reported each day.
e-mamta project, started in 2009 has gained utmost popularity. Information about 80 lakhs families and 4 crore citizens of the state have been registered on-line.
Exploring the mega capacity of information and technology, in the coming period, the state govt. of Gujarat, has pressed mammoth importance to scientific know-how, knowledge and development. Recently, Gujarat has been selected to conduct, Children Science Congress. In the year 2009, various Govt. departments as well as admistrative divisons have received numerous awards for their exemplary technological achievements in its implementation in administrative service. About 13 such awards have been bestowed upon the state.
Thus,
Gujarat, has achieved technological progress and its commendable utilization covering each field, to offer people not only good but great governance and decreasing the disparity between rural and urban economy, turning it into a real RURBAN economy.

"Aman ki Asha"? And with whom? First, we need the prime issues solved, Mr. Prime Minister.

The every moment breaking news, constantly revolve around Mohali.. Suddenly Mohali has become a destination most talked about. World Cup, always has in store, few surprises.
In current one, South Africa has again been the victim of the ‘Jinx’ claim.
And,
Aussies, have genuflected on their knees at Ahmedabad. The owner of the ‘champions’ title, consequently since last three world cups, have struggled so hard, throughout the Quarter Final and finally, have boarded the flight back home.
Windies too, shared the party at the International Air Terminus, with the Kangaroos.
That brings about an exceptional thrilling situation, that will be unveiled at Mohali, Punjab on coming Wednesday, the 30th.
The Indo-Pak rivalry will come on surface, full fledge!!!
It is said, that Sports and Art have to be kept in solitude..
Fair enough.
But,
The sentiment of national pride can not be bargained at any bloody cost, for survival of friendly display of amity. No artist or sportsman or the art or game itself can be grander than the soil, one belongs to.
Thus, the hypocrisy of the pretentious Ostrich like conduct, of shutting the eyesight towards the history of last sixty years containing bloody partition of the Undivided India, the attacks on India leading to wars, and the prevailing contemporary ignited situation of terrorism inflow from the Pak border into the Indian soil, are far graver tribulations, the Govt. in Delhi should consider, before dreaming of ‘Aman ki Asha’ between the two neighboring nations. To talk about Cross Border classics, are mere beautiful flow of spit.
But,
In reality,
The invitation to Hon. President of Pak, to witness the contest will hardly solve the actual snag. The snag, that is full of animosity due to the gruesome occurrences ever since the conception of Pakistan, will not utter any results until the inflow of terrorists from across the border, into our land is completely impeded. Otherwise, pretending to the people of Motherland about the peace-talks and exchange of art values and game spirits will not yield any fruits. Moreover, the ostentatious behavior will weaken the spirit of national pride.
It is time to wake-up Mr. Prime Minister, from the longgggg deep slumber of wishful dreams, portraying the state of affairs, between the two countries to be customary. The Volcanic omission will have to be cooled off, completely before the two bosses share the Ice-Cream in the Cricket Stadium and cry aloud, “Hooooo!!! Well Done, Dhoni-Afridi”...

Implementing the Central Govt.'s policy of SEZ to its optimum effectiveness.. SEZ.. Swarnimsiddhi-46.

Special Economic Zones are the progress tool, that enhances growth of the region and inspires manufacturing, boosts exports, augment technical know-how and engender employment.
Originally, the SEZ scheme was introduced by Government of India, in the year 2000 under the NDA rule.
But,
Each policy introduced has to be implemented effectively, for attaining the fruits of its budding growth. Mere announcement of scheme, does not yield potential results.
Special Economic Zone [SEZ] is a specifically outlined duty free enclave to be estimated to be foreign territory for the motive of trade and operations, duty and tariffs.
Government of India, enacted the Special Economic Zone Act 2005 and designed SEZ rules in 2006.
As per the provisions under the act, the minimum area requirement for setting up multi product SEZ is 1000 hecters. For sector specific SEZ is 100 acres. For specific sectors such as, IT, ITES, gems and jewellery and non conventional energy, the SEZ area required is 10 hecters. Moreover, 50% of the SEZ area has to be a processing area.
Govt. of Gujarat, has accorded priority for setting up Special Economic Zones and has introduced the Special Economic Zone Act 2004 followed by the SEZ Rules 2005. Under the provision of Gujarat SEZ Act 2004, the Special Economic Zone Development Authority has been constituted, which is headed by the Chief Secretary to the Govt. and includes secretary of the departments of each ministries as members. The responsibilities on the shoulder of the Authority is to aquire proposals from the SEZ Developer and make recommendations to the state govt. Various factors are taken into consideration- Land Availability, the nature of the proposal, the status of the developer and importance of SEZ to the state economy. The Approval Committee in SEZ operates as the solo clearance agency for assigning consent to the unit including state level authorizations, under the Gujarat SEZ Act2004. The Special Economic Zone Development Committee constituted for each SEZ consists of the developer of SEZ or his nominee as chairman, Development Commissioner or his nominee of the state govt. as members. The prime role of the SEZ Committee is to draw a plan for the development of zone, endow with infrastructure and required amenities, allocate and transfer plot on lease and regulate construction of buildings as per Gujarat Development Control Regulations [GDCR] for SEZ.
The main objectives of SEZ schemes are…
1. Attracting foreign Direct investment.
2. Earning Foreign Exchange.
3. Encouraging Exports, especially non-traditional exports.
4. Developing backward regions.
5. Creating employment opportunities.
6. Introducing latest technology.
7. Invigorating growth of sectors such as information& technology, electronics, R&D, Infrastructure etc.
8. Human Resource Development that is essential for the progress of all inclusive economy.
9. Creation of backward and forward linkage to increase the output and raise the standard of local enterprise that supply products and services to the zone, thus generating additional economic activity.

Major Industries: IT, ITES, Textiles, Pharma, Engineering, Chemicals, Ceramics, Gems and Jewellery

Total Exports: 1,13,000 crores.
One such SEZ is at Dahej, 40 kms. from Bharuch. The nearest Airport is Surat [110 Kms.] and Vadodara [110 Kms.] The total investment at Dahej SEZ is about 1000 crores. ONGC ‘s c2/c3 plants in SEZ PART-2. Products of the plant will be supplied through a pipeline to a joint venture project of ONGC [OPaL].
OPaL, A Joint venture between ONGC and other companies to set up Petrochemical Complex with a capacity of 1 Million TPA ethylene, and will produce Plastic Polymers. Total investment Rs. 13,000 crores.
Chemical Industry Projects: Gujarat Dyestuff Industries, DIC Fine Chemicals, Meghmani Speciality Chemicals, Rallis India Ltd, Pidilite Industries, Roxul Rock Wool, Indofil Chemicals, Firemenich Aromatics.
Pharma Projects: Sun Pharma, Torrent Pharma, Glenmark Ltd. Ferments Biotech LTD.
Heavy Engineering & Ship Building: Godrej and Boyce Mfg. Saraswati Ind. Syndicate, Sarju Impex Ltd.
This SEZ from India, ranks 22nd among 25 zones identified by fDi Magazines. Dahej is the only SEZ from India to feature in this list.
To caricature development project, on paper, in theory, in law and in policy is one thing.. Of course, an important accomplishment..
But,
To implement it to the fullest, exploring its bursting potential and thus establish employment and development, spells the essence of growth.

The new metros on horizon.. Urban Development in Gujarat.. Swarnimsiddhi-45.

A few years back, my daughter chose Ahmedabad [Gandhinagar] IHM to study Hotel Management. My daughter born and brought up in Mumbai, was a typical metro bred girl. Me too, though hailing from Gujarat, had been living in Mumbai and during my childhood years, always felt Gujarat to be dusty rural-like region, where cows and goats strolled on the pavements, more frequently than humans residing there.
But,
Today, we have entirely different conviction regarding Gujarat.. Its rural and urban developments.
My daughter cherishes her years spent in Gandhinagar, as the best period of her life. Ahmedabad, the new metro on horizon, has been the city with ultra trendy malls, buttery roads, clean surrounding, plenty of greenery, technologically savvy, availability of goods, yummy food, comfortable transportation, educational hub with facility to avail almost all types of modern education,
yet,
Bucolic atmosphere, effective bargains in every possible shopping, economically and industrially exemplary progress, peaceful and serene living and pleasant people made Ahmedabad as the most memorable epoch of my daughter’s life.
What prompted such a radical change in growth of the urban areas around Gujarat?
Gujarat, the state has been witness of invariable urbanization. [national 28% and Gujarat 39%] The eternal flow of rural bred people, to the urban areas has created strain on the existing infrastructure.
Thus,
the Urban Development has become an issue concerning colossal number of people.
The urban development, primarily depends upon local organizations and state Nigams, as well as Municipal bodies well governed administration.
Till now, the fund allocation, by state govt. and central govt. for urban development, is insufficient as compared to that allocated for rural growth. As a result, the population, residing in urban localities, remain unsatisfied with financial allocations and administrative skills of urban based organizations.
The state Govt. of Gujarat, realized that without the support of local citizens, it is unfeasible to obtain result in urban development. Thus, it is essential to create bonding between citizens and their town.
To realize this judgment, the Gujarat Govt. celebrated the year 2005, as the Urban Development Year [UDY].
The secondary prime motive behind this programme, is to activate the Public-Private Partnership and to conduct the programme through this P&P Partnership.
The urban development programme included …
1. Creation of network for Water Supply.
2. Creation of facilities to eliminate water congestion.
3. Creation of well maintained main roads.
4. Creation of entertainment zone.
5. Creation of ‘Green’ City.
7. Creation of Sports area.
8. Creation of funeral sites.
9. Up-keep of heritage structure.
10. Creation of Gaurav Path. [Each municipalities have been assigned main roads, which have been updated with help from the people. The unauthorized structures, on the way have been removed. More Green belt has been created. The concrete dividers and footpaths have been created. Street lights have been put.
11. Use and Pay toilets have been created.
12. Traffic junctions have been created.
13. Clean surrounding created.
14. Toll Tax to be charged.
Important Achievements:
First time in the history of state administration, the Gujarat Govt. has successfully implemented progressive steps to create sense of faith among the urban population, with their committed gestures, of promoting all round technical as well as infrastructural development.
The experiments undertaken on behalf of URBAN DEVELOPMENT YEAR, have helped structuring the roots of JNNURM mission.
In the Urban Development Year 2005..
a. In one year span, about 6 million Rs. were spent on 8,500 schemes.
b. In one year span, in public-private partnership, on 1,36 schemes about 571.6 million Rs. were spent.
c. With people’s participation, 103 traffic signals were built and Heritage Walk-Way was created in Ahmedabad, Surat and Bhuj.
d. 1,36,290 unauthorized structures were removed and land worth 4.95 million Rs. [with citizen’s dedicated participation] was emptied.
e. The Tax collection, by all municipalities increased by 11%, as compared to last year.[2004-05]
f. The total expense incurred by 85 municipalities, out of 141, was restricted by 45%
g. 47 municipalities, spent 2.94 million Rs. to create internal water supply system.
h. 118 municipalities collected solid wastage, from residences of citizens.
Thus, dream of Hon. C.M. Shri Narendra Modi, to place Gujarat, on the world map has come true. Gujarat has turned into dream destination, for investment and qualitative standard of living, as the essence of ‘RURBAN’ culture has been accurately realized here. More and more small rural areas are turning into well-equipped townships and cities.[Travelling through Gujarat, every one hour, one passes through a medium or big town]
Today, it is not only Ahmedabad but Vadodara, Surat, Jamnagar, Rajkot, Porbandar, Bhuj, Kandla, Bhavnagar and Keshod have regular air traffic. Plus, Junagadh, Vapi, Valsad, Bharuch, Ankleshwar, Navsari, Anand, Nadiad are well developed destinations.
Gujarat, has proven to be preferred destination for education and investment, for people all over the country and globe.

The Weak Prime .Minister or The Astute Prime Minster???

The innumerable efforts and blood and sweat money of people of India, has gone down the drain.
The Bofors scam, that appeared on surface, in 1986-87 has appeared for closure by CBI, after two and a half decades. More than 250 crores of hard-earned sum of the common man of India, has been thoroughly wasted during the span of this case. The 64 crores , which were eaten up as bribe and kick back, has cost the country, almost four times for investigation!!!
And,
The result is nil...
Mr. Autovio Quatracchi, hailing from the land of in-laws of the then Hon. P.M. Late Shri Rajiv Gandhi, will be officially let loose by the Court of Law, of India, due to the helplessness of CBI [Crime Buerau of Investigation], which should actually be addressed as GBI [Govt. bearau of Investigation]!!!
The CBI, has unfortunately, performed as the Govt. servant, being completely under the nods of the current Govt. at the center.. To the extent, of shutting the imperative cases, which are likely to highlight the involvement of India’s so called first political family!!! The performance of CBI, has demonstrated its underhanded conduct and the CBI, has taken countless labors to rescue Mr. Q. to unbelievable extent. His bank account was de-freezed, enabling him to encash money from his account. After he was arrested in Argentina, the Congress led Indian Govt. shuddered off from putting up the case for transferring him , to India, in its accurate perspective. To the extent, that the investigation papers of the entire proceedings that was done against him, in India, was handed over to his legal aid in Argentina. The Law Ministery of Indian Govt. was visibly functioning on behalf of Mr. Q, it seemed..
Or,
Was it operating on the indications of the Gandhis???
Well, we all know the answer.
This proves, that by condemning the CBI, the predicament can not be solved. The process of enquiry, into the appeal or insistence of the CBI, to acquire closure on this case, would lead to revelation of certain other facts.
CBI, in its closure report on Mr. Q.’s case, presented that as its been bizarrely elongated time span and the CBI, has been incapable in concluding the case, thus it is seeking to shut it off.. Does this also appear, that the, gruesome Mumbai Bomb Blast case, which occurred after about five to six to six and a half years, should also be called off after the six year span as the prime accused of the case, Dawood Ibrahim Kaskar, is till date, absconding???!!!
Recently, in Babri Demolition case, 21 people have been sent with a notice, including the Ex. Deputy P.M. Shri L.K. Advani.
And,
Mindwell, the Babri case is still unsolved.. Yet, the CBI weighs it differently!!!
This clearly indicates, the indications and instructions that CBI follows, vehemently and loses its credibility of being an organization above the politicism.
The common man sometimes passes an entire span of his life, in order to receive justice and regularly visits the Govt. offices and courts for commanding justice.
And,
On the other hand, are people such as Mr. Q. who receives significance due to their closeness and involvement with the Gandhis.. When the Hon. P.M. shuts off his eyesight to the colossal corruption happening under his nose, in Common wealth, in 2-g Spectrum etc. or the Hon. C.M. of Maha Govt. lets the Adarsh scam ensue, in very much his knowledge, why put the sole blame on the officers like Collector, Deputy Collector or Commissioner??? When the authority, himself acknowledges the bribery, on such a large scale. The opposition called Shri. Singh a weak P.M.
But,
Today, even the common man of this country, strongly acknowledges the said accusation on him.
The CBI, is surely to be blamed ,
But,
It is very essential to go deeper in the subject and locate the cause and accuse behind it..

Walking on the path described by Mahatma.. Nirmal Gujarat yojna.. Swarnimsiddhi-44.

Achievement of absolute and evenhanded growth of any land is mainly dependant on inclusive approach consisting of clean and hygienic environment, non polluted air and germ-free water. Availability of these primary sanitation leads to social and economic progress and as a result, the standard of living of the citizen is improved.
The Nirmal Gujarat programme, envisioned by the visionary C.M. of Gujarat, Shri Narendra Modi, has provided an exclusive loom, towards the garbage clean-up and though that accomplish new heights in the health and cleanliness, in the surroundings.
The creation of sanitized environment requires helping hand by the local citizens. In both, rural as well as urban areas, prior to starting any mission, it is essential to create the awareness among the people living in the area, regarding the sanitation, health, water and environment necessities.
The main objective of Nirmal Gujarat, is to generate consciousness among the customers and users, regarding the garbage [human, industrial, domestic as well as animal feces] harming the environment. The aid programmes by citizens include seminars on the subject by Sakhi Mandals[women group], senior citizens, students, school and other non govt. organizations.

The Nirmal Gujarat mission, expresses preserving of heritage structures, water-ways, green belt etc.
The Nirmal Gujarat, mission controls maintaining airports and railway station, temples and fairs, the govt. offices and hospitals, roadside eating joints, public urinary’s, schools, sabji mandis and parking lot spotless and germfree.
Various departments of the Gujarat Govt. have incurred different schemes under the Nirmal Gujarat yojna.

1. Urban Devlopment:
a. Collection of 100% garbage from residence, in 35 municipalities.
b. b.96 vermi-composting units active, by December 2007.
c. Gujarat, the pioneering state to do understanding with World Bank, regarding Carbon Trading.
d. By December 2007, land filling to be conducted in scientific manner.
e. In the municipal offices, for environment betterment, 3,61,860 kg. junk disposed off.
2. Road and Buildings:
a. Removal of unauthorized structure from 1004 km.
b. Removal of unauthorized junk, from the main State highways and district highways.
c. Removal of garbage from 425terraces, along side of the highways.
3. Child and Women Welfare:
a. Health food and child care, to receive primary attention.
b. In rural area, conducting healthy baby competition.
4. Water supply:
a. 9000 villages trained for water detection.
b. 4800 villages supplied with Cloroscope, for water detection.
c. Detection of water quality for 6000 villages.
5. Forest and Environment:
a. Controlling pollution, Garbage re-cycling plants and Surat’s unsafe garbage re-cycling plants and its keep-up.
b. With the aid from the industrial houses, tree plantation on road sides was started. Under the Veeranjali Forest programme, in August 2007, alone about 1,85,70,000 trees were planted around the state.
c. The usage of plastic, below 20 microne was banned.
6. Health:
The hospital and health related residues were intensively cleaned.
7. Panchayat and Rural:
a. About 1.2 million public toilets were built, by 2010.
b. About 12,689 [94.94% of the total estimation] villages were put on chlorination and a permanent plan was executed for the same.
Thus, The Nirmal Gujarat, yojna has truly brought “nirmal” [peaceful] atmosphere in the state of Gujarat and through this action, Gujarat has stepped up to realize the dream cherished by Mahatma Gandhi, about making the cleanliness, the motto among people. Gandhiji believed that “Cleanliness is Godliness”.
And,
Today, Gujarat, the birth place of Mahatma, pays heartfelt reverence to this great son of the soil, by putting in action, what the great leader truly believed in.
Under the able leadership of Shri Narendra Modi, the citizens of the state have not only progressed economically and industrially, but their living standards have considerably risen due to inspiring environment.

Speculation or Social Justice??? Shri Modiji shows the path again.

It is delightful to note that the Hon. C.M. of Gujarat Shri Narendra Modi led committee, comprising of Congress led states too, such as Tamilnadu, Andhra Pradesh, Maharashtra, along with other non-Congress led states submitted their report to the Hon. P.M.
It strongly recommends immediately banning of speculative deals occurring on the basic commodities and lifeline products.
It is heartbreaking to suffer, for a soul leaving below BPL, when his/her morsel of rations, just necessary to survive, is stolen away [yes, I would call it that.. All that the speculators of the survival commodities do, is pilfering away, fellow citizens right to survive.] by merciless few, in order to become richer. Neither, the speculations of expensive commodities such as Gold, Silver, Almonds, Kesar etc. are desirable, but at least one can survive using it rarely or not at all.
But,
When the prices of Sugar and Dals and all the other items of prime necessity shoot up as the result of speculations on them and the huge lot of our brothers and sisters can not afford one square meal a day, due to unaffordable rates of food products, somewhere the group of population indulging in speculation, has lost a piece of his sensitivity. It portrays the speculator of basic products as numb, dumb and also cold-blooded.
The few pointers of Modi Committee report:
1.The speculations on basic commodities to be banned in immediate effect.
2.When the need for controlling the rising prices of essential commodities arises, the Govt. should have the authority to intervene, in the market and to raise a separate fund to such effect.
3.To decrease the distance between the farm and the market.
4. Strict implementation of controlled pricing of basic commodities.
5. The offence regarding the price of basic commodities, under Section 10, to be made non-bailable.
6. To create special courts for crimes of basic food products.
7.To increase the punishment from six months to 1 year, under P.B.M. act.
It is a special piece of news for every common man of India..
Yet,
The English “fancy” media did not find it fancy enough to throw any limelight on such a huge human related issue!!!
Probably,
As this committee is headed by Shri Narendra Modi and the English press gets stomach ache, headache, backache and even heartache, if have to grant significant importance to his contribution!!!
Or,
Probably the issue is of favoring the common man and the recommendation of turning a red eye to the black marketers, thus restricting their flow of foreign fund, comes from Shri Narendra Modi.
And,
Both find no place in hearts of our English media.
