The novel solution of dedicated governance.. SWAGAT ONLINE fOr solving citizens quandary.Swarnimsiddhi-41.

The state Govt. is accountable for providing various facilities such as provision of licenses, permissions, financial aids, loans, pensions as well as registration regarding birth, death, land, income etc. It also serves in the sectors of education, health, law and services..
Many a times, the said facilities remain only on paper and application of it in the concrete manner, turns out to be cumbersome.
But,
The Gujarat Govt. decided to overcome the hitches, in executing the said facilities and made it possible for people to grab the benefits of the services offered.
With changing times, the state govt. of Gujarat, envisioned the necessity of e-administrative atmosphere.
And,
As a result, the structure of transparent, responsible and efficient system could be formed.
On 24th April, 2003, ‘SWAGAT’, the on-line complains removal system, came into existence.
And,
Thus, the common man could communicate directly with the top office bearers, in regards to their complains. Gujarat became the pioneer in the country, in adopting the on-line complain removal facility..
Every fourth Thursday, is dedicated as SWAGAT DAY. The citizens can file their complains in the district office. Each complain is passed on to the respective department for solution. The departments are liable in locating the suitable solutions to the received queries and carp.
The respective District development officer, Collector and Police Suprintendant remain present for Video Conferencing. The Hon. C.M. himself tackles the questions and enquiries and suggests solutions.
SWAGAT manager, takes a call on the required credentials regarding the complains sincerity. The complains are acceptable only if they have been presented before the respective agencies, on a lower levels but have not received the required feedback. The cases which are pending since a long time or the cases with human related issues. The unsolved issues are finally, put before the Hon. C.M. The complainer is given a chance to present his cause before the Hon. C.M. through video conferencing. The C.M. gets in touch with the related govt. official, through video conferencing or the telephone. The availability of multi conferencing makes it feasible to discuss the matter, among the complainer, the concerned officials as well as the Hon. C.M.
And,
It results in bringing the solution, of the problem in immediate effect.
The verbal solution to the problem, is not the end of the matter.
But,
In the coming SWAGAT DAY, the report regarding the development in the solution found, of the previous matters, are presented.
The Hon. C.M. Shri Narendra Modi, has preceded in more than 40 SWAGAT meetings. More than 810 complains have been successfully disposed. At the district level, 25 district collectors, had undertaken 35,602 complains and could satisfactorily bring solutions to 33,729 cases.
The success of SWAGAT has inspired another complain solving method. The citizens are given a toll free no. connecting them to the CMO [Chief Minister’s office]. They are entitled to call there directly and register their whine. These dialogue is recorded and converted into text and passed on to the concerning authority to further the required steps.
Recently, the Union Govt. presented a Gold medal award to the programme of SWAGAT ONLINE [State Wide Attention on Grievances with Application of Technology], which is successfully being operated by the Gujarat Govt. and inspired by the Hon. C.M. Shri Narendra Modiji, for last seven years. This programme has produced solutions in 96% of cases.
