Why this differentiated treatment among the citizens of the same nation?

Last month me and my husband were holidaying in Goa... Staying in South Goa at Benaulim beach, Goa was awesome. Beach was about a kilometer away from the R.C.I. resort were we were staying. It was fun walking up and down to beach atleast thrice a day...
Goa, a tourist paradise and especially, the heaven for travelers from all over the world, has also turned out to be the bliss for business. Clothes and hats and footwear and bags and jewellery and knick-knacks are all sold in plenty and the typical markets of holiday spots are fun to shop and roam around.
But,
The new addition among this growing market culture is Kashmiri shops. Every nook and corner has a Kashmiri products on display and sell. Beautiful Kashmiri carpets and delicate gems and jewellery, intricate embroidered kurtas and kaftans and ever so beautiful Pashminas are eye catching and attractive. The Kashmiris live peacefully and contentedly way away from their homes.
And...
The Kashmiris live peacefully and contentedly way away from their homes. Their businesses are flourishing. It is a pleasant sign to see a Kashmiris mingling with the other Indians...
But
It is equally painstaking to note that the way Kashmiris with poise, have shifted their base to earn and settle in any part of India, the rest of the Indian citizens, like all of us, does not have the liberty to do so... If the Kashmiris can roam around anywhere and everywhere to earnand grow, why we the rest of the Indian are not permitted to move to their land and settle??? Why the rules differ??? Had it been the comparison between other lands, the story could be slightly variable but this is the saga of Kashmiris living in any other part of this nation and we are not allowed to make Kashmir our home???
Pity, who got this Article 370???
And,
What for???
