It has been 64 years of independence and Indian education system has developed in many folds, with numerous education institutes and courses being available, at every level. The Indian student, pursuing higher education or seeking job abroad, leaves a permanent mark of excellence, through his/her capacity to acquire greater knowledge.
But,
Generally, it has been observed that the education that is imparted, does not reach the root levels and many a times, it is only in numbers that these facilities appear. It ‘s qualitative aspect is near nil. To overcome this deficiency, in the field of qualitative education at deepest echelon, the Gujarat Govt. has built up a novel and exclusive plan..
And,
from the Hon. C.M. Shri Modiji to Hon. ministers and respected concerned officers are involving themselves to ensure success of this unique plan.
The plan is called GUNOTSVA, where the assessment of schools, students and teachers are being done, academically. In the year 2009, the points included in such assessments were provision of qualitative education, to optimum utilization of the structural facilities and to assess the steps taken to be carried out effectively. The entire programme has been compartmentalized in seven sub divisons.
They are,
1.To bring about awareness among the teaching staff and people, in general.
2.To assess the working of the teachers of the school and grading it.
3.To ensure the imparting of qualitative education within the four walls of classrooms.
4. To provide educational grading to the school.
5. To assess the structural facilities of the school.
6.To assess the extra curricular facilities provided by the schools.
And,
7.To put in order the better equipped plan to provide further development in the qualitative education..
The Govt. is providing Rs. 500, per school to carry out the programme of Shala [school] Praveshotsva.
Rs. 500, per school for first aid facilities and Rs. 1200 for the primary school of 1 to 4 std. for the purpose of sanitation. The schools having classes from 1 to 7th are provided with Rs. 2400. Under the scheme of Healthy Child [Nirogi Bal Yojna], the 1st std child is imparted with Rs. 30. School maintenance grant, [per school], with 3 class rooms are provided with Rs. 7500 and the schools with more than 3 classrooms are given 10,000 Rs. School development grant, for primary section, is Rs. 5000 and T.L.M. grant is Rs. 500 per teachers.
GUNOTSVA has been divided in two phases.
In the first phase, the 32,600 govt. institutes are being self assessed and to upload the school self assessment details on the website. [out of 32,600 schools, self assessing, 31,654 schools datas have been uploaded].
In the second phase, about 3000 of grade 1 and grade 2, officers of the Govt. are assigned the duty to evaluate the primary schools. About 25% of the total numbers of schools in each talukas, [about 8250 schools], are designed to be reviewed. Sometimes unannounced visits also takes place. The concerned officers, in charge of reviewing the qualitative conditions of the school, are to be present there, before the school time starts and sometime after the school hours. They are supposed to share the mid-day meal, to be provided to the students and judge its quality. They also conduct meetings with the retired teaching staff and parents and guardians to make certain, to invite necessary suggestions concerning the betterment of qualitative education.
In the educational assessment, the students of std. 3 to 7, are judged from the curriculum, that is of previous year. To review, the training being imparted for Computers, Yoga and meditation, are judged by checking out of its knowledge randomly, from few students.
The usage of Library is also observed. At the moment, about 14,000 schools are facilitated with libraries. The students of std. 3 to 7, are presented with self study books, where as students of std. 6 and 7 are given map books as well as practical journals. It is ensured to keep a check on teachers, checking the home work, regularly. Mathematics, Science and Eco Club performances are also monitored. The students are encouraged to participate in the fairs and exhibitions regarding environment, mathematics and science at district and state levels.
Educational Tours provide an excellent opportunity to explore the outside world, other than the bookish knowledge and conducting such tours at nominal rates are encouraged by the Govt. Sports meet to develop physical strength and team spirit as well as to develop the qualitative breed of sports person, in the state are given prime importance.
Every school in the state is imparted with mid-day meal and quality of meal, of about 40 lakhs [out of 75 lakh students], is checked, regularly.
The facility of Water Tank, in about 29,500 schools have been provided already and about 24,500 schools have been facilitated with toilets within the premises. The provision of electricity, with ensured proper wiring is checked and assessed. The provision of garden and play ground is also observed.
The conduct of Parent-Teacher meetings are ensured regularly, and cultural programmes are held, checking the presence of parents or guardians as well as students.
The teachers as well as the principals are reviewed as per the analysis of the different activities performed during the academic year.
