Meaning the well being of the population of a region depends on the commitment and the intention of the ruler..

In modern times, the conviction have changed, the credence have altered.
In the democratic set-up, the people are the rulers..
At least the deciding factor about the credentials of their head of state and his team..
Thus,
‘Yatha Praja, Tatha Raja’..
In democratically elected governments, it is mandatory for the Governing body to provide efficient, accountable as well as extremely transparent governance.
Gujarat Govt. firmly believes in this..
Thus, Hon. C.M. Shri Narendra Modi has insisted on developing the Human Resource Department. Shri Modiji’s vision and his compassion, led him to encourage the administrative staff to experience the same responsibility in each sphere of governance. For achieving this compatibility among the secretarial body, Gujarat Govt. undertook a programme, named Vibrant Governance [V-Governance] in 2003.
Human Resource development, has been of prime importance in V-Governance. Prior to this, Training and administrative advances were never considered of any significance. 90% of the Government staff was not even provided any formal training from their recruitment till their retirement. As a result, they were hardly equipped to initiate any innovative changes regarding governing the state.
This programme indicated development of hidden capacities to impart proficient governance. The ultimate motive of this programme was to transform an Officer into a Missionary, who will be ever prepared to offer a service to the citizen, with empathy. The objectives of this mission, is developing a People Friendly governance and create trust among the citizens of the state. With positive attitude towards the government policies and its implementation, the mission also aims at building close contacts with the families of the officers and making them part and parcel of the officers duties.
The entire process would eventually attribute to well-organized functioning of the entire Government.
The Gujarat Government presented a 20 hour training capsule to its 0.5 million officers of different levels. The training included expression of thoughts regarding various issues, developing internal skills and making the approach customer friendly.
The senior officers, along with the IETS officers visited this training centers. The government team, visited the venues of the training, too. After completion of these sessions, The Hon. C.M. conducted Live interaction sessions.
This mission enabled totally 0.37 million officers of 1,2,3,4 grades. It also included 0.2 million teaching staff.
This programme was a huge success and was officially shut in 2005.
