The 21st century is the emblem of knowledge and scientific innovative mindsets..To enable the youth of Gujarat to be able to expand his adroit capabilities, in order to face the challenges posed by education, various institutions are active. G.C.E.R.T. [ Gujarat Council of Education Research and Training.] is the leading institute of the state Govt. that deals with qualitative expansion at primary and secondary level. The G.C.E.R.T. was originally named as State Education Bhavan, started in 1962, after Gujarat earned the status of a separate state. This institute was re named and re developed in 1988 as G.C.E.R.T. It has been the backbone of revolutionary and unique developments in the field of learning, which includes educational research, burden less education, pleasing curriculum, science and children fairs, children sports camps, youth education, physically handicapped and mentally challenged children’s education, reading camps etc.. These programs have reached students residing in the far off border areas.
Education and learning, generally synonyms with huge unattractive and enormous number of pages to be mugged up and tutor to be disinterestedly taking up the mugged up syllabus from the students, irrespective of the various levels of students capacity to absorb and understand. The role of teacher was considered to be of “know all”.
But,
The empathy and compassion of Hon. C.M. Shri Narendra Modiji, compelled the Gujarat Govt. to re invent the education policies, constructing them to be students friendly, which would project the student-teacher relationship to be much more qualitative.
Education is an ever going and ever growing process, where the teacher is as much a student, as the students themselves. It is a duty, of the teachers faculty to learn the new innovations and various different ways to deal with students of different capacities. Shri Modiji’s Govt. took upon themselves to create such healthy atmosphere where teachers take training to teach better and deal better with the aspiring students.
Keeping this principal in forefront, each teacher is imparted with the basic training, of twenty days in a year. In accordance with the content and methodology, the subjects like Child Psychology, Environment Learning, Mathematics, English, Science, Hindi, Gujarati are covered, on the base of prepared module. Then the Key Resource person, Resource Person and Masters Trainers are trained, to carry out the functions. Such training sessions are held twice in the year and it enriches the competence of the instructor. This operates as an inspiration, to the would be generation of tomorrow.
But,
The Gujarat Govt. does not stop at conveying this fundamental form of guidance, only. On the contarary, they have inspired to develop a novel plan, to enhance the ability of the tutors to deal with various levels of complexity faced by the students force. For this purpose, the special programme designed by Dr. Swaroop Rawal, the eminent educationist, has been adopted since September 2008. The course named as Dr. Swaroop Rawal Certificate Course, is a deep insight into the betterment of teaching, empowering the teachers to teaching life skills, which emphasizes education that help people think, feel, act and interact as individuals and as participating members of the society. Life skill education is a way to make children resilient, so they can confront the problems they face in life with strength. This programme also includes spiraling emotional understanding, empathy, understanding self, communication skills, creative thinking etc. which assesses the emotional health of young children and is especially designed for teachers of std 1-7. more complex skills like Critical Thinking, Decision Making, Problem Solving are enveloped for the older kids. Teachers are trained to deal with the stress and anger faced by students, young and old. They are instructed theory as well by the method. The course deals with the Learning Disabilities. Reflective Practice, ascertains both the process and the learning objectives could be clarified and evaluated by the teacher and the students to deepen the experience created. The Action-Research method is applied and followed.

The programme was a hit from the beginning. At the end of first year, 17 trained tutors were were available and at the end of second year, 52 instructors were trained. In the first year,the district of Gandhinagar was covered and a 10 day, residential drama camp was co-organized by the Rajpur School. About 25 students, from 3 villages and 5 teachers participated. In the second year, the districts covered were Vadodara, Vadodara Co-operation, Bharuch, Panchmahal and Anand participated. The third begins in 2010. A team of 5 teacher-trainers plus Dr. Swaroop Rawal, [the chief facilitator] would address the 26 districts simultaneously.
The super success of this programme is due to the long-sightedness as well as profound vision by visionary C.M. Shri Modiji as well determined and devoted passionate efforts by Swaroop Rawal. Dr. Swaroop Rawal, needs no introduction. She has achieved a doctorate in Psychology from U.K. and a passionate dramatist, has incalculated Drama Therapy in the formation of this programme. Dr. Rawal, a former Miss India, has been actively involved with theatre and has first hand information of the same. These skill has been inculcated in the above mentioned programme. Her commitment towards this cause is noteworthy. Practicing as a lecturer in the subject could have fetched her tons of money, but Dr. Rawal’s zeal to impart her knowledge for betterment of the coming generation of Gujarat, takes her mission forward. मुझे पता है कि शीर्षक पढ़कर आप चौंकेंगे, लेकिन यह सच है। गुजरात से बाहर रहने वाले मुस्लिम सोचते होंगे, कि पता नहीं गुजरात में नरेन्द्र मोदी नाम का आदमी उनकी कौम पर कितने ज़ुल्म ढाता होगा और तीस्ता “जावेद” सीतलवाड जैसी समाजसुधारिका(?) तथा राजदीप और “बुरका” दत्त जैसे स्वनामधन्य(?) पत्रकार दिन-रात जिस खलनायक(?) को गरियाते हुए नहीं थकते, पता नहीं संघ-भाजपा यह व्यक्ति गुजरात में मुस्लिमों पर कितने अत्याचार करता होगा।
लेकिन अब समूचे भारत के नकली सेकुलरों और फ़र्जी लाल झण्डे वालों को यह सुनकर बड़ा दुख होगा कि योजना आयोग ने गुजरात के मुख्यमंत्री के कार्यों से खुश होकर गुजरात के योजना व्यय को बढ़ाकर 30,000 करोड़ रुपये कर दिया है, जो कि पिछले वर्ष की तुलना में 6,500 करोड़ रुपये ज्यादा है… अर्थात गुजरात की 50वीं वर्षगाँठ पर उसे लगभग 25% का अतिरिक्त पैकेज दिया गया है। ऐसा नहीं कि यह सब इतनी आसानी से मिल गया, इसके लिये नरेन्द्र मोदी ने गुहार लगाई और प्रधानमंत्री को हस्तक्षेप करना पड़ा, वरना योजना आयोग की सदस्या मैडम सईदा हमीद ने "गुजरात में मुस्लिमों से भेदभाव" का बहाना बनाकर इसमें अड़ंगे लगाने की भरपूर कोशिशें कर ली थीं, यह मैडम पूर्व में जब राष्ट्रीय महिला आयोग में थीं तब भी इन्होंने गुजरात की योजनाओं में काफ़ी टंगड़ी मारी थी।

गत दिनों योजना आयोग के उपाध्यक्ष मोंटेक सिंह अहलूवालिया और नरेन्द्र मोदी की बैठक के बाद पत्रकारों से मुखातिब होते हुए अहलूवालिया ने कहा कि “गुजरात योजना व्यय में हुई इस बढ़ोतरी का हकदार भी है और वह इस विशाल व्यय को झेलने की क्षमता भी रखता है…”। मोंटेक ने आगे बताया कि गुजरात का राजस्व गत वर्ष के 74% से बढ़कर 81% हो गया है तथा VAT कलेक्शन में 42% की जबरदस्त उछाल आई है। हाल ही में राज्य विधानसभा ने “स्वर्णिम गुजरात” योजना के तहत उत्तरी गुजरात में 500 मेगावाट बिजली उत्पादन करने वाला एक सौर ऊर्जा प्लाण्ट लगाने, 82 तहसीलों में अंडरग्राउण्ड सीवेज लाइन बिछाने की बड़ी योजना पर काम शुरु करने को हरी झण्डी दे दी है।
(जब देश में चारों तरफ़ एक से बढ़कर एक निकम्मे मुख्यमंत्री और लुटेरे IAS अफ़सरों की गैंग, भारत के विकास में अड़ंगे लगाती दिखाई देती है ऐसे में पिछले 10 साल से गुजरात की भलाई हेतु अनथक काम करता नरेन्द्र मोदी नामक यह राष्ट्रवाद का योद्धा सहज ही ध्यान आकर्षित कर लेता है…)
इसी के साथ केन्द्र सरकार ने सरदार सरोवर से सम्बन्धित 39240 करोड़ रुपये के संशोधित योजना व्यय को भी मंजूरी दे दी। अब कांग्रेस का अदभुत विकास और गरीबों का साथ देखिये - कच्छ और सौराष्ट्र के ढाई करोड़ लोगों के पेयजल के लिये इस योजना को 1986-87 में बनाया गया था, तब अनुमान था कि इसकी लागत 6406 करोड़ रुपये होगी, लेकिन राजनीति, श्रेय लेने की होड़ (योजना का नाम किसी गाँधी के नाम पर करने) तथा लालफ़ीताशाही ने 23 साल में भी इसे पूरा होने नहीं दिया और अब इसकी लागत बढ़कर 39240 करोड़ रुपये हो गई है। (अंग्रेजी में "PRO" का विपरीत शब्द होता है "CON", इसलिये कोई आश्चर्य नहीं कि "PROGRESS" का उलटा होता है "CONGRESS"...…)

3) गुजरात में प्राथमिक शाला पास किये हुए मुस्लिम 74%, जबकि देश में 60%।
4) गुजरात में हायर सेकण्डरी पास किये मुस्लिमों का प्रतिशत 45%, देश में 40%।
शिक्षा सम्बन्धी सारे के सारे आँकड़े मुस्लिम हितों की कथित पैरवी करने वाले, मुस्लिम हितैषी(?) पश्चिम बंगाल, उत्तरप्रदेश और बिहार से कोसों आगे हैं।
1) गुजरात के जिन गाँवों में मुस्लिम आबादी 2000 से अधिक है वहाँ प्राथमिक स्वास्थ्य केन्द्र की उपलब्धता है 89%, जबकि बाकी देश में 70%।
2) जिन गाँवों में मुस्लिम आबादी 1000 से 2000 के बीच है वहाँ स्वास्थ्य केन्द्र का प्रतिशत 66% है, जबकि देश का औसत है 43%।
3) जिन गाँवों में मुस्लिम आबादी 1000 से कम है वहाँ 53%, राष्ट्रीय औसत है

Building up of well read tomorrow.. Vanche Gujarat Abhiyan.. Swarnimsiddhi-11.
A simple page of paper, filled with ink, can change the course of world and bring about revolution that a sword could take years and generations and can be instrumental in giving birth to a society with tolerance and knowledge.
A book is a man’s best friend and if a human being, engrossed in reading, is left on lonely planet, with a book for company, this loyal friend, Mr. Book, will function as a real “friend in need” and kill the person’s loneliness, as well as open new horizons of thoughts..
Thus, to inculcate the habit of keeping this loyal friendship, the Gujarat Govt. under the thoughtful leadership of Hon. C.M. Shri Narendra Modiji, has encompassed the unique movement, “Vanche Gujarat”. On the occasion of Golden Jubilee birth year, of state of Gujarat, the Gujarat Govt. has gifted this novel gift to people, to better their exposure around the world and initiate progressive thinking among them.
The program me of “Vanche Gujarat”, began in January 2010 and will continue till August 2011. In Gujarat, there are 45,518 schools of 1st to 12th class and 1,09,32,781 total numbers of students as well as 2,88,973 teachers. The number of library in the state is 4534. The motive to initiate this programmed is to unable the 25 lakh students of 15,000 schools of the state to read about 1 crore books among them, to conduct 15,000 motivation meetings as well as lead “granth yatra”, to conduct, 2500 “Vichar Vanchan Shibir” to encourage the youth to involve themselves in the habit of reading. About 10,000 judges will be imparting their service to bring about wind of change in the thinking process of tomorrow’s Gujarat. As an encouragement booster, the prizes worth 338.75 lakhs have been distributed among 11,000 collages, which will initiate student as well as teachers to form a reading habit.
Under this exclusive scheme, the citizens of the state have also been covered. The agenda is to initiate the citizens to buy at least 10 books for their homes, present books as gifts, each home comprising of a home library and people of the state become members of public library, which in turn kick off the tendency to instill the reading habits among them.
The entire Vanche Gujarat program has been bifurcated in two portions. Under the first part, the discussion forum, consisting of reader’s favorite books and the facility of exhibitions and book fair as well as formation of “Chalo Jeevan Badliye” [Lets change lives], will be surveyed.
The students and the children will get an opportunity to be part of the debate regarding his desired book and have a question-answer session on the same. The 21st century is a symbol of knowledge and learning. The pace of life is exemplary and to keep up with this pace, the youth dash off at twice as fast speed and in the process, lead the lives deducting any purpose. Such a situation, is the sum total of lack of role models, whose lives path would inspire the youth to mark a commendable progress, both economically and socially. Under the “Chalo Jeevan Badliye” plan, the information regarding 750 great achievers would be endow with.
The Best Reader competition, will be conducted in three rounds. In the first round,1000 to 1500 children, from each part of the Taluka and about 10,000 to 15,000 students from every Taluka, will participate. The 10 students, from every part of each Taluka, will be represent ting their zone at district level. The first five students from every district will be part of state level competition. The contest will have one reviewer for each 25 participant. In the first round, at Taluka level, the assessment will be conducted on the basis of grasping power of the contestant. The first round of contest will take place in November 2010 and the second round will be in December 2010. The first three winners of the first round will be part of the final round. The final round will take place in February 2011 and during the finals, the students will get a chance to do an interaction with the learned and visit book fairs. The cost of entire plan will be approximately 2.25 crores.
To enable the student, to make a choice of role model and to enthuse themselves on the correct path, the one day Vichar Vanchan Shibir will be conducted. Approximately, 2.5 lakh students will be imparted training in this shibirs. Each Shibir will benefit 100 to 150 students. One resource person will carry out three such Shibirs and thus all together 800 to 900 resource persons will be needed.
The role of “Granth Sarthi”[readers driver], will be to initiate and inspire more and more students to partake and will guide them in selection of books as well as to acquire them. Each Taluka, will conduct a session to train the Granth Sarthi and this will enable about 50,000 teachers to perform as Granth Sarthi.
The Talukas, not having flourishing library facility, will accomplish this with the concept of Public-Private partnership.
Thus, the citizens of Gujarat will step forward their Golden feet in worship of Ma Sarswati.

The entire Vanche Gujarat program has been bifurcated in two portions. Under the first part, the discussion forum, consisting of reader’s favorite books and the facility of exhibitions and book fair as well as formation of “Chalo Jeevan Badliye” [Lets change lives], will be surveyed.

Under the “Chalo Jeevan Badliye” plan, the information regarding 750 great achievers would be endow with.
The Best Reader competition, will be conducted in three rounds. In the first round,1000 to 1500 children, from each part of the Taluka and about 10,000 to 15,000 students from every Taluka, will participate. The 10 students, from every part of each Taluka, will be represent ting their zone at district level. The first five students from every district will be part of state level competition. The contest will have one reviewer for each 25 participant. In the first round, at Taluka level, the assessment will be conducted on the basis of grasping power of the contestant. The first round of contest will take place in November 2010 and the second round will be in December 2010. The first three winners of the first round will be part of the final round. The final round will take place in February 2011 and during the finals, the students will get a chance to do an interaction with the learned and visit book fairs. The cost of entire plan will be approximately 2.25 crores.
To enable the student, to make a choice of role model and to enthuse themselves on the correct path, the one day Vichar Vanchan Shibir will be conducted. Approximately, 2.5 lakh students will be imparted training in this shibirs. Each Shibir will benefit 100 to 150 students. One resource person will carry out three such Shibirs and thus all together 800 to 900 resource persons will be needed.
The role of “Granth Sarthi”[readers driver], will be to initiate and inspire more and more students to partake and will guide them in selection of books as well as to acquire them. Each Taluka, will conduct a session to train the Granth Sarthi and this will enable about 50,000 teachers to perform as Granth Sarthi.
The Talukas, not having flourishing library facility, will accomplish this with the concept of Public-Private partnership.
Thus, the citizens of Gujarat will step forward their Golden feet in worship of Ma Sarswati.

The slap across the cheek of Media..The Prejudiced conduct unveiled!
In honor of Barkhas, Sistas, Vir Singhvis, Shabnams and innumerable such ones who play their foul game of running down a dedicated leader and his party on malicious ground of fake secularism.
The media “badshahs”, who breathe and survive on the attitude that they are assigned the noble duty of commenting and accusing any and every one, no matter whatever be the motive behind the crucial conduct.
And,
They presume that their opining and their own mind, [which may be full of their own prejudices and pre-conceived beliefs] are words straight from Almighty’s mouth!!! As the media barons, form their notions on the popular viewpoints of political appeasement theory, without digging into the authentic facts.
Thus, the media, instead of serving the masses with neutral factual reasoning, presents a picture that is colored by the political fallacies.
And,
With growing impact of 24 hours news channels, [mostly which are funded by missionaries and Middle east based Muslims and Congress,] the news that are imparted by these patrons have little impartiality in their conduct.
The Media barons have taken over the role of Judiciary that too, without going in detail about locating facts about the issue. Instead of communicating the news impartially, the media has started sensationalizing each action by the authority, which may have been conducted to control certain calamities.
The Media has taken over to conduct Public Trials. First, conveying colored news with sensational projection and then sub-concisiously digging the same feelings from the masses mindsets and shredding the motive, [which could be a necessity to save a future mishap] and creating a negative public opinion based on untrue fallacies..Such wrongly projected notions work as a pressure tactics on the Judiciary and prevents it from investigating on the truthful path.

The truth regarding Ishrat Jahan case, a Mumbra based Muslim girl, who was killed along with three alleged terrorists in 2004, was indeed a Lashkar-e-Toiba fidayeen.

The report published by none other than the TOI, of today, on the cover page, is a thundering slap across the face of all those “honorable” media persons, who enjoyed blemishing Gujarat Govt. and Shri Modiji’s image..
This revelations has come from no BJP sympathizer or a Modiji’s fanclub member, but from the mouths of David Headley, the Pakistani American terrorist, who during his interrogation revealed to National Investigation Agency. [NIA] Ishrat was recruited by top Lashkar Commander, Muzzamil who was in-charge of LeT’S operations in India till 2007.
The statement, while confirming that Headley is a chest of information on Lashkar’s plans against India, corroborates with the version of Gujarat police. It also tallies with the claim, of Gujarat cops, that Muzzamil had sent Ishrat and her accomplices on a terror mission to Gujarat, as part of Lashkar’s plan to attack Indian hinterland and target VIP’s. Headley’s visit to India for reconnaissance missions for Lashkars started in 2006, when Muzzamil was Lashkar’s chief commander in India. Lashkar had owned immediately after the encounter, with its Lahore based mouth piece, Ghazwa Times, describing her as an LeT activist and taking umbrage at the action of Indian cops in removing her veil.

The Media cooly, rather “cold bloodedly” condemned the Gujarat police force and Shri Modiji’s Govt. and every news channel, took upon themselves the obligation!!! to sympathize with the deceased, obstinately not acknowledging her terrorist status, who was actually on a mission to murder the Hon. In Hindustan Timeas, the AUTHOR Susamma Kurian has quoted the sister of Ishrat Jahan, Mussarrat Jahan [22 years], “I will keep fighting till we get justice”. The family of the deceased probably, could be unaware of her occupation.. We may be able to grant them the benefit of doubt, but Ms. Mussarrat was unaware of the poisonous plant that her mother had sowed and the security of the nation was at stake due to her demeanor..
The September 7 2009 report of Zeenews.com states that the Magistrate Tamang , had stated that all four suspected convicts, Amjad Ali alias Rajkumar Akbar Ali Rana and Jisan Johar Abdul Gani were in reality, Pakistan nationals and Javed Shaikh alias Pranesh Pillai and Ishrat Jahan were Indian counterparts, were not linked to LeT!!!

The question regarding the authenticity of the Tamang report and its eligibility arises!!!

It was extremely disheartening to note that the state of Gujarat, which was on the path to top the chart of Industrial and Economic progress, was lagging behind in the field of education..As the administration becomes more and more vibrant, the farmer may get ample amount if water supply, latest farming equipments, necessary raw-materials to cultivate land to its fullest capacity and create Green Revolution..
but,
if its citizen is illiterate and uninformed, the generation of tomorrow, will be mentally handicapped and unable to keep up with the progress, achieved today..
Thus, being educated, and not only educated through books and text syllabus, but also be completely exposed to the frequently happening growth was the call of the day. The proverb, “Cultivate the Man” is the symbol of the necessity of sharpening the human brain by constantly feeding it with knowledge.
The Hon. C.M. of Gujarat, Shri Narendra Modi, defined our education system as the “Yagna”, to be performed to cultivate the human MIND.
It is generally believed that after achieving the degrees of graduation [B.A. BSc. The powerful foundation that is laid down by the Govt. has the vital importance of being the strongest brick of the progress ratio to be written by tomorrow’s generation.
The Gujarat Govt. has swallowed this truth and developed the concept of “Bal University”. The Gujarat Assembly, has passed this bill and proclaimed to the world, its determination to ensure a deep rooted development, in every sphere. The bill passed to develop Bal University, by the Gujarat Assembly, is in it self a historic step and the concept of Children University has been conceived in Gujarat. The curriculum includes the various research conducted on different subjects related to Child care, from toddler’s age to adulthood. The topics of children related games and sports, Scientific knowledge for children and children’s literature has been included in this project. This research, will surely be inspirational for coming generations.

Education should change and evolve with time. The new concept and developed techniques should be imparted and made to be part of the curriculum, thus students knowledge be totally savvy. To remove the obstacles that were hurdling the evolution of education system, the Gujarat Govt. has passed the Gujarat Innovation Commission Bill, to bring the wave of fresh air in the field of education. The state Govt. had invited the prominent educationalists of the country to propel their valuable suggestions that would modify the education system of current times. With the noble intention of cumulating the flow of knowledge from every nook and corner of the country, ideas from the famous education institute, Shantiniketan, started bt Late Shri Tagore, have been requested.

Gujarat has been marching ahead in each field.. be it economic progress or industrial development. thus keeping this in mind, the Gujarat Govt. has taken effective steps to cultivate the brilliancy in in human resources, too. To initiate the Excellency in the competitive exams being held by the Central Govt. the special plan comprising of general knowledge has been designed in the syllabus. Thus to enable the students from the state to be at par with their other counter parts.
The understanding of English language and its knowledge among the students is of crucial importance to be acquainted with the global growth and to grant the students this vast knowledge, the Govt. has shouldered the responsibility.
The branches of Scope, situated in every Talukas impart the knowledge of English at a very nominal rate. The syllabus of which is prepared under the guideline of Cambridge University, in which the information is conveyed in simple language. Scope has been created with Public- Private Partnership and as a result, the students obtained straight advantage of best of teachers to instruct them for achieving proficiency in the language.
In the olden days, student hailing from rural areas had to travel to near by urban areas to gather the knowledge of English but with the advent of Scope, this facility has been made available at their door step..

Best of five is a waste of time...
For generations stepping the first step, on the threshold of collage was an event that called for celebration..And, that too, getting admission into Science stream, was a dream that was chased by many but fulfilled by few. At the times, when percentage obtained were far and few and getting a graduate degree was considered an achievement.
Now, with changing time, the scenario has changed just a little bit.
The new situation offers plenty of marks but still no admission. With the advent of different boards that offers similar study, the confusion and the competition has reached sky high.
And,
The victims are the poor young adults, who are waiting with dreamy eyes to write a new chapter of life.
The existence of three boards at the 10th std. level, [SSC, ICSE and CBSE, lets not talk about IGCSE and IB as they are different ball game altogether], have become a battle ground to win the seat in FYJC and funnily, the latter two boards are central Govt. authorized.
The Maharashtra Govt. has caused suicidal difficulties for the student stepping its foot outside its protected world of schooling..
The Maha. Govt. is on a hat-trick of creating blunders, that would eventually affect the educational health of the student, he proclaims to be wishing to help. First, in 2008, the policy of percentile counting instead of percentage was put forward. in 2009, the plan of 90% and 10%,[ 90% seats to be reserved for the students of local Govt. board [ssc] and the remaining 10% to be distributed among the ICSE and CBSE boards!!! Completely, unjust policy for the student coming out of Indian Govt. approved Centralize national boards! Thirdly, the grand policy of “Best of five”, which has been unreasonable for the students appearing for 10th std from the other two national boards, but also a wrong trait for students to overlook a little difficult subject.
All three have been a complete disaster as none of it have seen the daylight and not even the local board students have appreciated the move to introduce the stratagem of “Best of five” as the non- full proof plan has been rejected by the high court and the glory of tons full of marks of SSC students have remained unfulfilled. The SSC students have objected in capability of the Govt. to create and issue a strategy that would not had to be made redundant and shatter the dreams of youth of the state of entering selected institute.
In addition, the state Govt. of Maharashtra had issued 25 marks for the student competing at the state level sports event and unmerittedly, this was offered only to the SSC students. Thus, a youth participating at a competitive event and hailing from a Govt. board school would be presented with special gift in form of marks, even though the rival national board school’s student has fared better in the event organized by the state!!! [Luckily. this move was criticized by the SSC schools principals and discarded as “undemocratic”.
The schools operate, even if they are unaided, after obtaining necessary permissions from the state Govt. authorities and to conduct partial demeanor between the group of young generation of tomorrow’s India is an extremely inappropriate. To have different policy, for the residents of same state, is totally uncalled for. In fact, the children of transfer jobs parents have no choice to study in a national board where the syllabus does not vary, from state to state.
The policy of “Best of Five” has created catastrophe among the young minds..
And,

State Wide Attention on Grievances with Application of Technology (SWAGAT) has won the UN Public Service Award in the category ‘Improving Transparency, Accountability and Responsiveness in Public Service'.
Spoeks persons Ministers of the state government Shri Jaynarayan Vyas & Saurabh Patel outlined the brief of award & said that Gujarat's award was handed out at the 2010 UN Public Service Awards Ceremony on 23rd June, in Barcelona, Spain, coinciding with the United Nations Public Service Day and Secretary to the Chief Minister, Shri A.K. Sharma received the Award.
The UN Public Service Award recognizes the creative achievements and contributions of public service institutions that lead to a more effective and responsive public service administration in countries worldwide. Through an annual competition, the UN Public Service Awards promote the role, professionalism, and visibility of public service.
The Chief Minister of Gujarat said: "People's voice is the key driver of a democracy, and listening to that voice is the key test of Good Governance". The award comes as a result of the hard work of the administration at all levels: State, District and Taluka. Winning the 2010 UNPSA has rewarded the dedication of all the administration who have invested in the project.
Few countries win the UN Public Service Award yet Gujarat has successfully managed to win this award in 2009, and now again in 2010. In 2009, Gujarat won the UN Public Service Award for Water and Sanitation Management Organisation (WASMO) in the category ‘Fostering participation in policy-making decisions through innovative mechanisms'. Gujarat is the only State in India to win the UN Public Service Award for the second time.
SWAGAT operates on the principle that grievance redressal is essential for good governance especially to vitalize a democracy. Every month the Chief Minister considers grievance cases through multi-video conferencing with all 26 Districts and all 225 Taluka Offices. SWAGAT is outcome focused and cases are redressed on the same day or in a time-bound manner. This is the first time that the common citizen can access the highest level office with other officers present in real-time through video-conferencing.
The advanced technology system allows attention and monitoring of grievances across the State to ensure resolution. SWAGAT operates across the state and has dealt with 50,585 cases at State and District level and 43,621 cases at Taluka level. 97% of grievances have been resolved since SWAGAT began in April 2003. At monthly State Sessions, Hon. CM reviews District and Taluka cases for quality of redressal and understanding the nature of problems at local level.
All grievances & redressal information (State, District & Sub District) are fed into the same system, through an internet portal. Total Transparency is given as applicants are given a unique ID through which applicants can access their case details and status online.
A number of SWAGAT cases have been highlighted at the UNPSA Forum in Spain, and on the UNPAN website.
Gujarat's winning entries for this award exemplifies the excellence the State has achieved in harnessing good governance to serve the community at large. It is a great achievement for Gujarat as this award is the most prestigious international recognition of excellence in public service.
